Overview for Grants and Agreements
The purpose of most grants is to increase both the excellence and availability of quality child care. The generic Grant Application, Grant Application Inquiry, Grant Application Review, and Outcome Letter are all addressed under this category. Once a grant has been awarded, the subsequent tasks are addressed in "Agreements". If the grant is awarded, a Grant Agreement will be generated to serve as a contract between the grantee and the CCSD.
"Agreement" is a generic term used to support functionality for contracts, informal agreements, and grant awards. The commonality of certain data elements, such as dates, funding, unit, and costs, for each of these permits this generic functionality. The Documentation Manager serves to manage the documents that are required to be submitted as a condition of the contract, agreement, or grant and also generates a Missing Items Letter when required documentation has not been received.
An agreement is awarded for services or program improvements. Each agreement is awarded for a period of time with specific terms which include the type of service provided, costs for the service; and payment frequency. This object captures all terms of a contract or grant in the system for the duration of the agreement.
From the "Record Agreement" object forward in the flow shown below, the process for recording, monitoring, adjusting, and paying for grants and contracts is generally the same. In the context of this section the term "Agreement" is for that reason used to denote an awarded contract or grant. There are no functions in the CCIS supporting contracts before the contract is awarded. The grant application process from initiation to award is, however, completely supported by the CCIS. The term "grant" is therefore used prior to the "Record Agreement" object, but not after.
An agreement documents the awarded grant or contract. The agreement is awarded for a period of time with specific terms which include the type of service to be provided, costs for the service, payment frequency, funding category information, and documentation responsibilities of the agreement recipient.
