Vermont Child Care Subsidy   In 1988, the Child Development Division of the Department for Children and Families was created by Vermont law. The purpose of the Division is "to encourage the development of a comprehensive child care services system which promotes the wholesome growth and educational development of children…." and to ensure there is an adequate supply of quality child care services that are affordable to low income and at risk families and their children.
