Eligibility Determination Overview


This function evaluates the information entered on the Application and applies the business rules to make a determination on the eligibility of child care for the applicant.  Some of the business rules applied includes the following:

Financial Eligibility

      Financial Eligibility is system-computed based on Family Size and Total Countable Income and other Business Rules.  It is maintained historically.

      Clients referred from PATH and Protective Services are eligible by virtue of referral regardless of income.  Family Support, foster care, and IV-E adopted clients are also eligible regardless of income.

Subsidy Percentage and Parent Fees

      The subsidy percentage applied from the schedule is used for all children in the family who are in subsidized care.

      The parent fee is not collected by the CDD.

      The parent fee for reporting purposes is computed as the difference between the amount paid by CDD and the full pay amount.  The full pay amount is either the State rate or provider rate, whichever is higher.  Except for Protective Services, Family Support, and PATH children, a child who is 100% subsidy still must have a minimum of $1.00 per week of parent fee for each enrollment.  In this instance, 100% subsidy is the applicable rate minus the $1.00 per week.

Schedules

      The system performs a high level comparison of the parents' schedules and the child's schedule to determine anomalies, i.e. care is requested on days the parent has no activity. 

      Comparison of the schedules of the hours of the adults' activities with that of the child will indicate the maximum hours of child care per week that will be authorized per child.  This analysis is performed when values are entered for hours per day.  This is done to ensure that a Parent is unavailable for the child's need during the hours requested for the child's schedule.  In other words, if a Parent is scheduled to work Monday through Friday from 10:00 to 5:00 and requests that Child Care be scheduled during the hours between 8:00 and 5:00, the system will not allow the child to be authorized for the hours between 8:00 and 10:00.  If the Flexible Hour field is used for the Parent and the Children, no comparison is performed.  All children are authorized for the number of hours entered into this Flexible - Hours Per Week field.

      School Age children whose subsidy parent has a full time service need may be approved for a FT/PT care level which indicates that the child will be authorized for PT care except for the specified extended holidays and summer period.

      The maximum hours of care authorized per child per week is translated into a Care Category.

      Part Time - up to 25 hours

      Full Time - 26 to 50 hours

      Extended Care - greater than 50 hours

Eligibility Period

      The date of the Application determines the Eligibility Begin Date for clients not PATH, Protective Services, or Family Support.

      For those clients referred from PATH, Protective Services, or Family Support, the initial Eligibility Begin Date cannot precede the initial Authorization Date. 

      Default Eligibility End Date to:  Family Support clients - 6 months from Eligibility Begin; Protective Services clients - as indicated on the Authorization; All other clients - 12 months from Eligibility Begin.  The default value for Eligibility End Date is 12 months from Eligibility Start, except for PATH and Protective Services referrals which are governed by the end date established on their referrals.

      Last day of eligibility is the day before the child's birthday of either 13 or 19 (Special Needs) as appropriate.  Eligibility for one child in the family can therefore end before the family's eligibility ends.

      The Eligibility End Date can be user entered to be less than the default but not greater than the default.

      On a Redetermination, the Start Date can be retroactive to the End Date of the previous Eligibility Determination.

The following information is displayed on this page under the Recommended Value column:

Monthly Countable Income

This total represents all countable incomes which were entered in Section 6 of 7:  Household Income and Expenses (SB0037). 

Family Size

The family size is computed as a result of the entries made in Section 3 of 7:  Household Members (SB0048). 

Eligibility Status

The status is calculated based on the Business Rules as described in the above section; as well as, the items recorded in Section 7 of 7:  Documentation Checklist (SB0047).

Subsidy Percentage

The Subsidy Percentage is calculated based on Family Size and Income and utilizing the Income and Family Size Table maintained in the system for this purpose.

Start Date

This date is the Application date or the date of the Authorization for referral type clients.

End Date

The default value for Eligibility End Date is 12 months from Eligibility Start, except for PATH and Protective Services referrals which are governed by the end date established on their referrals.

Last day of eligibility is the day before the child's birthday of either 13 or 19 (Special Needs) as appropriate.  Eligibility for one child in the family can therefore end before the family's eligibility ends.

The Eligibility End Date can be user entered to be less than the default but not greater than the default.

Redetermination Date

This date would be defaulted as described for the End Date.
